Re-starting discussions on municipal Incorporation
Among California's counties, Sacramento County has an unusually high rate of people who reside in unincorporated areas. With over 600,000 residents, the County's vast, unincorporated "UnCity" is the largest political subdivision within the County. Supervisor Rich Desmond routinely tells the public that his Supervisorial District is known to the other Supervisors as "the unincorporated district" and that over 90% of his constituents are unincorporated area residents who depend on the County for municipal services. He has pointed out that counties were never intended to be the municipal services provider at that kind of scale. While Supervisor Desmond is open to the formation of new cities, he has said he wants to hear from the public about the complexities involved - revenues and expenses, impacts on service delivery, timing and the like. With that in mind, in October of 2024 Supervisor Desmond partnered with the Advocates for Arden Arcade, the Country Club Alliance of Neighborhoods and the Greater Arden Chamber of Commerce for a community meeting about municipal incorporation. attendees at that meeting made it clear the conversations should continue.
